Programme Manager, I have 20 years of experience with low income population in Mexico, Central and South America and Africa.

For UNICEF I will be based in Dhaka, Bangladesh in November. My particular responsibility will be to contribute to provide Basic Education to Urban Working Children.

Your knowledge and experience of the country and the region is very useful to identify with you perspectives of efficient and effective collaboration and support to the families of these children.

  • INTERNATIONAL LABOUR ORGANIZATION - InFocus Programme on Child Labour - Chief Technical Adviser

    2001 - maintenant February 2004 to February 2006
    Sub Regional Office for the Sahel, based in Dakar
    - Overall management of the project to support the prevention and elimination of Worst Forms of Child Labour in Senegal.
    - In charge of 2.5 million USD budget, a multidisciplinary team of 5 people and 9 consultants.

    Achievements
    •4730 children involved in hazardous work of agriculture, fishing and domestic labour, and 720 families provided with educational services.
    •A national plan involving 30 institutions validated.
    •Partnership building with World Bank, UNICEF and UNESCO.
    •A database system for monitoring the frequency and the quality of all the services provided to children and their families.

    March 2001 to February 2004
    Regional Office for Latin America and the Caribbean, based in Lima
    - Overall management of the regional programme on child domestic labour (Brazil, Colombia, Paraguay and Peru).
    - In charge of 4.8 million USD budget, an international multidisciplinary team of 10 people, and 15 consultants.

    Achievements
    • 3700 children and 1400 families’ provided with services.
    • 8000 civil servants trained on hazardous work in domestic labour.
    • Regional agreement ILO-UNICEF-Save the Children-UK
    • A set of training material published and shared with key decision players.
  • UNITED NATIONS OFFICE ON DRUG AND CRIME - Programme Officer/Analyst

    1997 - 2001 Regional Office for Mexico and Central America based in Mexico City
    - In charge of the department of demand reduction.
    - Regional Representative a.i. for 7 countries (Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama)
    - Gender focal point.

    Achievements
    • A regional plan: 16 projects and 11 million USD budget.
    • Four national plans formulated (El Salvador, Guatemala, Honduras and Nicaragua).
    • A regional campaign on drug abuse prevention involving 16 UN agencies and private sector enterprises.
  • EUROPEAN COMMUNITY COMMISSION, UNITED NATIONS - Consultant

    1990 - 1997 CONSULTANT on Women / Gender and Rural Development
    Mexico and Central America, based in Mexico City
    - For ILO-Mexico, coordinator of the project “Supporting Women’s Development in the region of Oaxaca. (1990/1992).
    - Analysis and mainstreaming gender issues in projects and programs (1993/1997).

    Achievements
    • In Oaxaca, 300 families of five indigenous communities provided with services and networked to distribute their local handcrafted products.
    • Six rural development projects mainstreaming gender issues approved.
    • A set of training material for field managers.
  • UNION DE UNIONES EJIDALES Y GRUPOS CAMPESINOS SOLIDARIOS DE CHIAPAS - Volunteer as Project Coordinator

    1979 - 1990 Socio-economic development of indigenous rural communities.

    Based in Chiapas (Chol region)
    - Promote community-driven development and improve rural livelihoods conditions.

    Achievements
    • 10,000 chol, tzeltal, tzotzil and tojolabal families of 175 communities provided with basic services.
    • Creation of a co-operative that was exporting up to 1900 tons of coffee by year.
    • A vocational training centre established.
    • Union of 8 producing states (up to 80% of Mexican production) to improve trading conditions.
