    organize the necessary personnel to carry out preparation work. Verify and
    approve the daily work permits, and to ensure that all on-going works are conform to
    the prescribed safety precautions. On shifts falling outside normal day working hours,
    will be the second level of responsibility for the plant in operation, emergency response
    actions, shift discipline,
