Dominique Philippe Chastres studied Humanities at the Sorbonne University, then graduated from the ESEC Film school, Paris. In the late seventies, he became a documentary film maker and producer. In the meantime, he specialized in film, television and digital production training techniques.
Chastres enrolled in 1987 in the international cultural network of the French Ministry of Foreign Affairs. For 23 years he worked abroad; he got posted in South-East Asia, the Middle East, Southern Europe and the United States. He held positions of audiovisual counselor and cultural attaché, in charge of promoting French cultural industries and art in the international market, as well as building partnership with various public or private corporations.
In September 2014, he got posted in the French Embassy to Bahrain, as Counsellor for Cooperation and Culture.
