Born in 1965, Livius GORECKA graduated in economics/law and arts and gained the Diploma of the Diplomatic Academy of Vienna in 1991 as laureate of the 26th promotion with four distinctions in law, economics, political science and history. In 1995 he graduated from Harvard Business School (MIS). He started his career in politics, as secretary general of the CSV Parliamentary Group in Luxembourg Parliament before joining the EU institutions being invited as Head of Cabinet of the Luxembourg Member of the European Court of Auditors. In 1993 he contributed to the drafting of the 1993 Law of the Financial Sector (advising on its adaptation) and in 1994 he cooperated in the drafting team for the 1994 Law of Fiscal Fraud. In 2000, Livius changed to the private sector holding some legal positions in industry (LUXLAIT, member of the board of managers) and banking, before being recruited by Insinger de Beaufort (part of the Investec Group/South Africa) to help position and brand their Luxembourg-based Asset Management Company. He has been responsible for the legal and compliance portfolio pertaining to International Private Banking and Trust/Fiduciary as well as client acquisition. During that period, he held number of Board positions within International groups like Bank Company Nord (Germany), and advised restructuring of a Texan Oil giant under chapter 11 US Bankruptcy Code. Combining practice and academic research, he regularly teaches and qualifies today as a Senior Affiliated Researcher at the KUL Leuven Law Faculty. His research specialisation, under the supervision of Prof. dr. Arthur DYEVRE, focuses on the judicial reasoning practice of Supreme Courts with an eye to come up with a theory of concept acquisition and transformation in judicial decisions. Livius is fluent in French, English, German, Italian, Luxembourgish having deep notions in Chinese, Spanish and Dutch.
