Dr Olivier Mumbere Muhongya has extensive experience both in managing and supporting technically large regional Programs. He is actually the Monitoring and Evaluation (M&E) Coordinator of the Central Africa Forest Ecosystems Conservation (CAFEC) program run by the World Wide Fund for Nature (WWF) in the Democratic Republic of the Congo (DRC). Before joining WWF, he worked for the United States (US) Government in the DRC under the positions of both Economic Specialist and United States Agency for International Development (USAID) mission’s M&E Specialist. Olivier led the M&E Project of the Security Sector Accountability and Police Reform (SSAPR) program funded by the Department of Foreign International Development (DFID) in the DRC. Worthy to mention that in his cross cutting position of USAID, Doctor Olivier analysed indicators data of the economic growth sector programs including USAID DRC-funded agriculture projects. Olivier is an Economist by training with a Ph.D. in Business Management of the US-based Atlantic International University.

    2014 - maintenant Under this position, I coordinate the National M&E effort aiming at setting up M&E systems across landscapes covering DRC, Congo Brazzaville and Rwanda. This includes leading the review of Performance Indicator Reference Sheets; paving the way for future program studies and evaluation.

    2013 - 2014 : Country Representative of the Monitoring and Evaluation project contracted by British Government with Effective Development Group (EDG).
    Under this position I coordinated following main activities: monitoring and reporting of the Security Sector Reform and Police Reform programme; technical assistance and support; evaluation and research; and financial and administrative management.

    Key achievements with the Security Sector Accountability and Police Reform (SSAPR) Program:
    I led all program quarterly and an annual report;
    I led the FY 2013 Annual program Review;
    I produced the SSAPR's Value for Money framework;
  • UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT - Expert en Suivi et Evaluation

    2010 - 2013 : Monitoring and Evaluation (M&E) Specialist of the USAID-DRC Mission: relevant experiences include;
    Review of Performance Management Plans of the USAID - DRC technical teams;
    Conducting Data Quality Assessments and interacting with USAID partners as appropriate;
    Reviewing custom Indicators' appropriateness as necessary;
    Implementing the USAID evaluation policy mission - wide;
    Led the review of the Copper Cobalt Conflict Project run by PACT in Kolwezi ( Democratic Republic of the Congo 2011);
    Led the Mid-term review of the Mobilizing Communities for Reconciliation in Eastern Congo Project run by Catholic Relief Services;
    Led the Mid-term review of the Promoting Stabilization and Community Reintegration in the North and South Kivu Province Project run by Management System International;
  • US Embassy - Macroeconomic Specialist

    2007 - 2010 Assisted the Economic Counsellor in arranging some meetings with DRC mining stakeholders both at national and provincial levels;
    Conducted market survey on a bimonthly basis, and monitored very closely food prices in the Kinshasa town;
    Analyzed reports on Kinshasa prices, and frequently reported to the State Department via cables.
  • Central Bank of Congo - Chief of the Bureau of Research and Statistics

    2006 - 2007 Collected statistics relating to mining products' production and exports;
    Collected and made analysis on price statistics of the Goma town on a monthly basis;
    Conducted due diligences and developed tools to monitor solvency as well as local micro financial entities' compliance with the DRC Central Bank's policy.

    2004 - 2006 Coordinated programmatic activities as including target settings, activities' implementation, and performance monitoring;
    Arranged stakeholders' (including land owners and traditional chiefs) quarterly meetings to ensure local communities' involvement in program's implementation;
    Managed evaluation activities for the JGI program including a baseline study that was influential to further strategic orientation of the five - year program.
