tasks Primary Functions
* Under the Site HSE Safety Manager Direction, this position reports to the Site HSE Manager and to the Area Construction Manager to addresses HSE issues as guided by supervision.
* Responsible for necessary analysis, audits and investigations of all work sites to minimize the potential for injury or other loss.
* Uses independent judgment in application of HSE procedures.
* Responsible for lock-out and tag out for commissioning work;
* Prepare and update all documents and supervise the commissioning work on the site electrical and all energy record.
Within the position's assigned area:
* Support the Site HSE Manager
* Supervises and trains subordinates. ;
* Plans and directs subordinate HSE activities. ;
* Assures timely investigations, inspections, and reporting of HSE matters.
* Participates in monitoring and controlling HSE standards and applicable laws and regulations.
* Maintains records, reports, and documents to meet department, company, and/or regulatory requirements.
* Conducts investigations of project incidents that may result in litigation; obtains and protects collected data.
* Review of Work Execution Plans in relation to construction equipment & personnel to insure that contractors are properly utilizing the plans in the field to stay in compliance with local regulations.
* Supports & provides guidance to area construction management through interpretation of HSE Practices and Procedures, legislation, and regulations to ensure balance between productivity and the safety of team members, sub-contractors, and visitors
* Maintains liaison with client representatives, company HSE personnel, sub-contractors, and regulatory agencies.
* Audits HSE programs and site conditions. ;
* Relate audit findings to the Sub-contractor for correct actions. ;
* Monitors the corrective actions to closure.
* Conduct investigations of incidents. ;
* Implements project HSE programs to address program gaps.
* Implements and supports HSE education and training programs.
* Monitors the effectiveness of the HSE orientation program as implemented by project employees.
* Prepares and submits daily inspection report and the weekly management HSE audit to the Site HSE Manager.
* Ensure compliance with security plans and programs ;
* Review of data and tracking changes in the risk and threat profiles
* Oversight of Fluor Security Badging of contracted security personnel
* Review and compliance with security audits and general security performance
* Execution and completion of security specific tasks ;
* Security coordination with contracted security and contractor security elements ;
* Deployment of assets to specific security tasks ;
* Performs other duties as agreed and assigned by supervisor.
* Supervise Phase A extension of a gas treatment on work in Sonatrach site on work.
* Conduct and responsible for lock-out tag-out procedure (mechanic and electrical), Assures the effective application of the LOTO (Lock out / Tag out) system.
* Ensures satisfactory accident records are kept throughout the Company to Satisfy Company and statutory requirements.
* Conduct & organize safety meetings communicating to the employees the findings following an investigation or a relevant incident occurring elsewhere explaining the roots of an accident and the action to be taken to avoid recurrence.
* Ensures satisfactory permit to work are released and applied throughout the Company to Satisfy Company and statutory requirements (construction and commissioning phase)
* Reports and review newly identified hazards. ;
* Conducts the pre-job safety meeting at the work site, reviewing significant hazards and procedures.
* Organize and effectively do the training of Company personnel regarding health, safety & environmental protection as per the AVA procedure the topics are:
Fire fighting, electrical safety, permit to work, tool box talk, defensive driving, environmental preservation, hazard identification, material safety data sheet, emergency evacuation, emergency action plan, safe working with computers, chemical handling basics, laboratory safety, hearing preservation, fire safety, safety signalization, housekeeping, lock-out/tag-out, working in confined spaces, Manual handeling,H2S, welding safety, working at height, safe rigging & lifting.
* Assures the providing of all the necessary PPE and trains the employees for the correct use of these PPE. He should ensure that all PPE is suitable in terms of matching the equipment to both the job and the person and in its ability to protect the wearer.
* Acts as an Emergency Situations Coordinator if not differently provided by the Emergency Evacuation Plan.

* All maintenance personnel and their supervisors have understandable instructions and information regarding the maintenance of machinery, including foreseeable dangerous situations and the emergency action to be taken and notes on any relevant experience in maintaining the equipment.
* All maintenance personnel and supervisors must be adequately trained to ensure their health and safety.
* Measures shall be taken to prevent access to any dangerous parts of the machinery and to prevent the movement of any dangerous part of the machinery before anyone enters the danger area.
