(SLD) TACIS (sustainable local development) project to revive communal services and pave the way of sustainable development of 4 little cities of Ukraine (50-100 thousand inhabitants in each city). Analysis of barriers, which are blocking development (administrative, financial, educational, technical). Proposition of real solutions to local regional and central administrations.
Project amounts: 5 million Euros + 10 million for equipment.
The same work has been done for territories surrounding each city, with a stronger accent on the agricultural and forests questions. For one city, a special experiment has been done concerning energy efficiency of administrative buildings of this city. (Amount of this sub-project: 9 million Euros)
More precisely, reviving of 4 communal services, for water development in 4 cities involved for each city company:
■ Corporate development, including:
• Reorganization of public bodies entities in 3 cities and private company in 1 city (setting up of an agreement between water utilities and cities management)
• Training needs assessment, training programme development, training of personnel and special coaching for managers
• FOPIP with special attention to status of equipment, maintenance problems, short term and long term investments
• Grant devoted to urgent equipment including SCADA systems, GIS systems, pipes, pumps, etc..
■ Finance management including:
• Complete tariff policy and tariff computation with inflation,
• accounting, budgeting, cash management, revenue collection improvement (up to 98%),
• proposition of modulated tariff to take poverty into account
■ Visibility including:
• Public relations and visibility by regular TV broadcasting and information campaigns
• Special dialogue with users by specialized meetings with Advisory group (municipality personnel and city deputies)
• Customer relations through hot-line and papers “Information to users”
■ Environment questions through:
• Improvement of laboratories devoted to water analysis in the facilities and at Epidemic stations
■ Follow up by regular meeting (each month) with municipality and water utilities.

Analysis of the potential of the Black Sea regarding hydrogen sulphide.
■ Project programme in the frame of KYOTO protocol (Clean Development Mechanism) to remake heating of TBILISI (including air pollution survey). Analysis of the decrease of CO2, analysis of the administrative capabilities, creation of a focal point in the Ministry of Environment. Realisation of two experimental projects in TBILISI: the first one revamping heating of a building with 30 flats by utilisation of natural gas instead of fossil fuel. The second one revamping heating of the Opera. These two programmes comprised a heavy environmental analysis to comply with the diminution of pollution emissions.

Feasibility studies in various fields to find either Russian or western investors, mainly for restart former soviet enterprises in forests or to create new companies in joint venture between Russian and western investors.
Feasibilities studies were comprehensive studies comprising technical, economical, juridical analysis, business plans, search of clients, and creation of Russian companies, Public/private partnerships, and agreement with local administrative bodies.
Most of these studies were in forests and comprised an environmental analysis to show that businesses projected are sustainable, are not destroying natural resources and are in the frame of KYOTO protocol. This was especially true for projects that deeply involved forest resources: ECO-certification of wood, protection of rivers and rivers basins, control of water pollution, utilisation of equipments that protect soil, sustainable exploitation of forests.
