    • Maintain a register of systems, sub-systems and areas that have reached Mechanical Completion and that have been handed over to the Commissioning Team.
    • Verify that the scope of work is clearly defined on all Commissioning Permit to Work (CPTW) applications.
    • Verify that all isolations, safety requirements and precautions and support Documents are specified on each CPTW application.
    • Verify that all isolations, safety requirements and documentation are in Place before issuing a CPTW.
    • Maintain an accurate record (Permit Database) of the status of all activities for which a CPTW has been issued.
    • Verify from the permit database that a CPTW is not issued for a job, which may conflict with another task creating a hazardous situation and
    • Advise the Authorized Signatory accordingly.
    • Provide list of other work related permits and scope on the new Commissioning Permits.
    • Prepare and maintain the Master Isolation Certificate and Master Isolation log as per Commissioning Permit to Work System.
    • Verify that the Commissioning Permit Holder understands the work scope, safety Requirements and precautions.
    • Archive all completed and closed commissioning permits.
    • Maintain a record of live systems / subsystems in permit office.
    • CPTW Coordinator shall post colored marked up layout drawings
    • Indicating the live equipment in the Permit Office.
    • CPTW coordinator is responsible for supervising the Isolation Techs and coordinating the day to day activities of the Isolation Techs.
    • CPTW coordinator will be responsible for ensuring that the appropriate drawings are accurate for the system/subsystem requested to be isolated prior to assigning the isolation techs to an offsite location to perform isolation.
    • Liaises with the ELM Site HSE Managers on all CPTW issues and the coordination of ELM HSE Technician activities related to commissioning.
    • Archiving of completed Commissioning Permits.
    • Participate in and help coordinate the daily Commissioning PTW meetings..
    • Handover temporary facilities and reinstatement of temporary facilities inspection
    • Participate in ARH test of fire fighting system, fire detectors, gas detectors, heat detectors.

    TEXAS 2010 - 2012 Main activities and responsibilities:


    • Work directly with the El Merk HSE Manager and interface with contractors to Champion and communicate HSE processes for project.
    • Participate in field auditing to evaluate EPC Contractor HSE compliance.
    • Conduct multi-language HSE training and participate in daily/weekly/monthly safety meetings.
    • Facilitate administrative processes for El Merk HSE (incident reporting, metrics reports, report preparation, meeting planning).
    • Participate in emergency response planning and exercises.
    • Participate in camps monthly inspection.
    • Assist Project Management Team in identifying project safety concerns.
    • Provides safety & health information/expertise to the PMT.
    • Provides safety training to the Project Management Team as required.
    • Monitors EPC contractor construction HSE programs.
    • Provide support for procurement of HSE equipment and supplies.
    • Ensures Algerian regulations and reporting requirements are met.
    • Recommends course of action on safety performance of contractors.
    • Participates in meetings involving EPC contractor safety concerns.
    • Support implementation of HSE processes for the construction, commissioning and star-up phase of El Merk.
    • Supports development and implementation of SIMOPS program.
    • Participates in the pre-start up safety review process.
    • Provides additional safety training as required for the start up team.
    • Reviews adequacy of safety systems & procedures
