    Singapore headcounts vary between 200 and 300 for local and regional agency contractors.
    Our SBM expat staff headcounts vary between 70 and 150.
    The headcounts in China are roughly the same.

    All these numbers vary depending on the construction projects we have.
    We have 5 SBM Asia local employees in Singapore and 4 through SBM China.

    HR duties:

    Supervision of the local HR teams: 3 HR admin assistants in Singapore and 4 in China.
    Recruitment/Negotiation of contracts and rates with manpower agencies.
    Relay for our International Mobility Department to help set up local accommodation and
    transport policies, advice on Comp & Ben.
    Ramping up of Projects with local manpower.
    Organization of the local logistics, ensuring rules are adhered to.
    Ensure compliance with all local rules and regulations (i.e. labour laws).
    Coaching Managers on HR processes, employment matters including legal advice, HR policy,
    principles, procedures and implementation.

    Administration duties:

    Preparation of budgets for local manpower and local costs for expatriates.
    Preparation of documentation for issuance of purchase orders.
    Monthly headcounts reporting, yearly HR reporting.
    Approve all invoices related to site life, optimization of the invoicing process for local vendors.

    Supervision of crew changes, logistics, work permits.

    Management of 500 contractors/freelances worldwide from recruitment to payroll.
    Ensure rates are in line with the market. Yearly market studies.
    Liaison with SBM legal and fiscal department for all matters concerning local taxes overseas.
    Regular trips to construction sites (approx 6 trips to the UAE, China and Singapore per year),
    occasional trips to Brazil, India, Philippines and Angola.
    On a yearly basis propose rates increases as per inflation rates in all countries where we are
    present.
    Legalisation of local contractors in Monaco.

    Follow up on local recruitments (UAE & Singapore).
    Writing Tenders which are put out to local agencies (Singapore and UAE) in order to set up local
    frame agreements for manpower and define a PSL (Preferred Suppliers' List).
    Constant follow-up of offers made by the manpower agencies on site to ensure that they are in
    line with the frame agreements that are in place. Ensure consistency of rates offered.
    Ensure that rates and conditions applied are as per frame agreements for local and European
    agencies.
    In Monaco, supervision of recruitment and administration linked to our activities.
    Set up attractive packages to retain contractors: implementation of a bonus scheme in the
    Monaco Engineering office.
    Ensure that agencies comply with the local MC regulations, from a legal and insurances stand
    point.
    Creation of an office in China: dealing with local manning agencies to recruit 75 contractors.
    Getting familiar with local taxation, local social security.
