2007 - 2011The role of the Head of Strategic IT Sourcing within the CIO Board is to develop and manage near- and off-shore activities in IT-Development.
Strategy:
I delivered Dexia’s global sourcing strategy in May 2007, after analysis of the best suited IT sourcing model, the identification of potentially offshorable activities and an evaluation of service offerings of the key players around the globe.
Selection:
For the selection process that followed, I drove the typical cycle: business case preparation, RFI, vendor visits, RFP, contract preparation and negotiation. This resulted in a strategic partnership agreement signed early 2008 with two Indian companies to deliver 40.000 person-days/year from 2011 onwards and with a Turkish subsidiary of Dexia for 10.000 person-days/year from 2010 onwards.
Harmonization:
The setup phase started in March 2008, where I covered: alignment of the vendors with Dexia’s IT methodology and governance, initial knowledge transfer and coaching, setup of IT infrastructure and logistics, change management
Program management:
The first outsourced projects were kicked-off in May 2008. Through the Steering Committees that were setup inside the Dexia subsidiaries working with the Indian vendors I managed the operational complexity of working with offshore. This has been including 10 to 12 visits per year to the strategic partners in India, which allowed me to consolidate the relationship into a partnership.
The global crisis that hit the financial sector in 2008 significantly impacted the original plan, and led me to operate the soft landing of ongoing projects with one of the two vendors and to reduce the order book with the other one. Team size in India is currently about 100 people.
Governance:
A Sourcing Committee and a Program Management Office team were setup, from which I was able to handle the governance aspects of the relationship: legal, compliance, risk, security, continuity, reporting and control.

CIO of the holding entity and deputy CIO for the group.
Achievements :
As Holding CIO, I coordinated cross-border projects (IFRS, Basel 2) to ensure consistent consolidation at group level. I also managed the Service Level Agreements with the subsidiaries providing IT services to the holding.
As Group Deputy CIO, the objective was to seize opportunities for synergies in win-win situations. For that matter, I put in place coordination groups in the fields of IT Infrastructure, IT Purchasing, IT Security and IT Governance. This led to a series of improvements such as group contracts, standards for major infrastructure components and security policies as well as a series of projects transferred from local to global.
