Jack Hamande joined the BIPT in 2013, having been Director Group Public Affairs at Belgacom.

Mr Hamande acquired sound experience in international business management first at Buena Vista International (Disney Corporation), AT&T and then at Verizon Business (WorldCom). His managerial responsibilities have grown and increased over the years, especially as regards strategy, regulation, engineering and business development. In 2007, Mr Hamande joined Cisco as Manager Sales & Marketing particularly focusing on the new technologies.

Two years later Mr Hamande took his career in a new direction by joining the public sector as Director General for personnel and organization development at the FPS Personnel & Organization. There, he initiated several programmes applying to the whole Belgian federal public service in areas such as efficiency, customer orientation, leadership development, performance management, NWOW and culture change.

Mr Hamande has a Master in Organizational Psychology (ULB) and an additional degree in management.

  • EGOV - Board Member

    2014 - maintenant Fedict was set up in 2001 and works on behalf of the federal government on the development and follow-up of e-government. To this end, Fedict helps the federal government departments to improve their service provision to citizens, industries and public officials with the aid of innovative information and communication technology (ICT).

    In 2001, e-gov vzw started to recruit specialist ICT employees for Fedict.

    One year later, the service provision was extended to the other members of the vzw, the federal government departments and the federal institutions that did not belong to the social security sector.

    Today, ‘Fedict Select’ is the public name of e-gov vzw and employs 200 people, spread across eleven associated federal departments and institutions.

    BIPT supervises two economic sectors:
    - the postal sector and
    - the telecommunications sector, now called electronic communications.

    BIPT exercises its powers through two kinds of activities in particular:
    The first concerns new regulatory tasks in the liberalised telecommunications markets. BIPT makes the necessary arrangements in order that the regulatory framework is observed, competition can develop fully and fairly, certain tasks of public interest are carried out and consumer interests are protected.
    The second concerns the exercise of supreme authority in specific technical fields. Certain resources, such as the electromagnetic spectrum or the numbering space, are scarce: a regulator is required to share, regulate and monitor their use with accuracy. The Institute carries out yet more technical tasks of public interest.

    The Body of European Regulators for Electronic Communications (BEREC) was established by Regulation (EC) No 1211/2009 of the European Parliament and of the Council of 25 November 2009, as part of the Telecom Reform package. It replaced the European Regulators Group for electronic communications networks and services which was established as an advisory group to the Commission in 2002.

    MISSION

    BEREC contributes to the development and better functioning of the internal market for electronic communications networks and services. It does so, by aiming to ensure a consistent application of the EU regulatory framework and by aiming to promote an effective internal market in telecoms sector, in order to bring even greater benefits to consumers and businesses alike.

    Furthermore, BEREC assists the Commission and the national regulatory authorities (NRAs) in implementing the EU regulatory framework for electronic communications.
