I personally bid in Western Europe and mainly in Germany. I had also one experience in Ivory coast and one in Turkey.

Among other the PE is mainly responsible of: Contractual analysis (conformity) , design review, purchase order, contractual documentation submission, shipment, customer support, commissioning team support), Matrix leadership of engineering Team (electrician, Civil, Mechanical, Installation, Gas Turbine specialist).
I personally execute four gas power plants in Austria, Germany, India and Turkmenistan. Two in simple cycle and two in combine cycle, (one completely, three partially).
