Overall Purpose of the Job
To manage the country finance & admin department and maintain effective control of all financial matters ensuring that MAG financial procedures are complied with.
Principal Responsibilities
Ensure that all books of accounts are up to date and that support documents, including computer generated spreadsheets for all the financial transactions, are kept in systematic order and in safe and secured conditions.
Provide to MAG HQ full, accurate and timely financial reports, including individual donor reports, for all expenditures made by the MAG country programme.
Ensure that the MAG country programme meets all its contractual obligations relating to financial expenditures and reporting.
Ensure that no expenditure is incurred that is not covered by existing grants.
Ensure that policies and procedures are in place to secure the country programme’s finances.
Maintain accurate and effective financial controls on all the transactions effected within the programme.
Maintain effective control over cash and bank, and ensure that cash in hand and bank reconcile with the accounting record.
Provide through the CPM monthly grant reports to MAG Head of Operations and Head of Finance.
Provide monthly financial reports to MAG HQ Finance Department.
Assist and support the CPM in ensuring that field expenditures meet contractual donor requirements and remain within approved plans and budgets.
Ensure that all income received by the country programme is properly receipted and immediately recorded.
Provide to the CPM full supporting information for transfer requests to be sent to MAG HQ.
Ensure that all staff salaries are made in accordance with the up to date nominal roll provided by the CPM on a monthly basis and that payments are clearly recorded and signed for by each member of staff.
Support the CPM in his/her responsibility for grant management and correct allocation of expenditures according to donor contractual obligations and MAG policies and procedures.
Support the CPM as requested in the preparation of the annual business plans, annual budget and individual donor proposal budgets.
Ensure the effective and efficient working of all budgetary, accounting, reporting and internal control systems.
Facilitate and provide support to all donor and internal audits in co-ordination with CPM/Head of Operations/Finance Director.
Work with the CPM to provide accurate breakdown of monthly funding requirements to MAG HQ.
Provide training and development to national staff in line with MAG’s financial and administrative requirements.
General
Work within the framework of MAG’s core values.
Act as an ambassador for MAG, promoting its ethos and mission statement.
Ensure all staff are made aware of wider programme issues, developments and achievements within MAG.
Work as part of a team and liaise with other programmes/HQ to ensure effective communications across the organisation.
Contribute to other fundraising initiatives where appropriate.
Adhere to all MAG policies and procedures.
Undertake role in developing countries and areas in conflict where standards of living may be basic.
Participate in meetings, networks, seminars and conferences where relevant and beneficial to MAG and its mission and mandate. Where requested, give appropriate presentations in co-ordination with CPM/Head of Operations.
Work in compliance with MAG’s equal opportunities policy.
Undertake and apply learning from appropriate training and development programmes.
Undertake any other duties appropriate to the post as may be required.

Serving in an advisory capacity to assist the ‘Organisation Catholique pour la Promotion Humaine’ (OCPH) Caritas/Guinea to establish sound and performing administrative/financial management systems and procedures.
So credibility of OCPH will be rebuilt beside of his partners (HCR, North Caritas, Cordaid, ICMC, CRS, IPHD Concern Universal and others).
Main responsibilities:
• Familiarise with the organizational structure of OCPH at the national diocesan and parish levels, with particular focus of on the decision-making process/centres, financial systems and procedures, tools, internal control mechanisms in place to ensure sound financial management practices;
• Produce an institutional, administrative and finance assessment which presents strengthen and weaknesses of OCPH;
• Develop/amend and recommend a series of administrative and financial tools, systems along with relevant potential institutional adjustments to help improve OCPH overall financial management and ensure transparency and accountability;
• Prepare a draft financial/administrative systems and procedure Manual for OCPH;
• Assist OCPH to increase its internal capacities (through training, hiring as appropriate) to implement of the Manual;
• Develop an exit strategy e.g. coach the staff over a specified time frame, and evaluate the incidence of the new financial systems and procedures on OCPH financial management performance and donor satisfaction;
• Supervise day-to-day finance and administration activities;
• Assist all Caritas Guinea programmes/projects in implementation, assessment, monitoring and evaluation.
• Acting as Secretary General of OCPH (Guinea Caritas) whenever he was not available.
