En résumé

Environ 25 ans d'experience dans le domaine des projets de travaux publics à l'imternationale ont développé ma maîtrise tant technique qu’administrative des grands travaux et notamment la gestion contractuelle et la condution des travaux de génie civil et le relationnel.

Le grands projets internationaux d’infrastructures ( routes, aéroports, réseaux d’égouts/adduction d’eau, bâtiments) et constructions industrielles ( pétrochimie, production d’énergie, centrales thermiques ) ont ètoffé mes compétences particulières dans la comptabilité active et passive des travaux de toutes disciplines, la gestion des contrats y compris l’identification et le traitement des dossiers de réclamation technique et financière, l'étude, l’interprétation et l’application des documents contractuels ainsi que la coordination et la supervision des sociétés sous-traitantes.

De formation géomètre, j’ai débuté ma carrière dans ce domaine touchant tous les secteurs de la construction, de la topographie à l’exécution des travaux en passant par la gestion d’un bureau technique et le contrôle des coûts, jusqu'à la comptabilité des travaux et la préparation des états d’avancement des travaux et les décomptes de paiement.

Dans ce rôle je me suis familiarisé avec tous les aspects de la gestion contractuelle, l’analyse et l’application des prix unitaires, l'étude des cahiers des charges et des conditions générales ou spéciales des contrats ainsi que leur application pour défendre les parties des charges non contractuelles ou identifier les objets de réclamations en termes de délais et de financements supplémentaires.

Les connaissances et la pratique ainsi acquises m’ont permis à différentes occasions d’évaluer et d'établir des dossiers de réclamation concernant les anomalies de contrats, les moyens supplémentaires exigés et les quantités de travaux supplémentaires imprévus.

6 ans de travail spécifique dans le domaine de la coopération internationale pour des projets de développement intégrés et agricoles ont ajouté à ma formation professionnelle et personnelle des qualités de diplomatie, negotiation et de flexibilité.

    1993 - 1995 Expert en infrastructures et génie civil dans un projet de développement rural financé par le Ministère des Affaires Étrangères Italien dans la région de Casamance.
    Chargé du contrôle et de la surveillance des travaux exécutés, de l’évaluation des réalisations, de l’approbation des décomptes de remboursement et du suivi financier, des relations avec les autorités locales bénéficiaires des projets et la proposition de nouvelles actions pour le développement et le désenclavement de la région intéressée par le programme.

    Ce poste demande une connaissance technique et administrative reconnue; à deux reprises dans ma carrière professionnelle, j’ai couvert la position d’ingénieur chef dans le cadre de travaux publics financés par le gouvernement italien ; en Somalie et au Sénégal notamment pour des projets de développement intégrés du Ministère des Affaires Étrangers Italien.

    Une loi italienne datant de 1895 prévoie pour tous projets engageant des fonds publics de l’État, la figure de l’ingénieur chef, figure au-dessous des parties qui œuvre comme représentant de l’administration publique agissant dans tous les domaines techniques et administratifs dans les projets jugés d’intérêt public

    Cette loi avec tous ces amendements suivants est encore actuelle est c’est donc pour cela que l’administration italienne préconise à chaque fois que des fonds publics sont engagés, cette figure avec mandat de garantir à la fois la bonne exécution des ouvrages, le respect des délais d’exécution et le monitorage des budgets établis.

    Responsable dès 1983 du secteur du planning des travaux et du contrôle des coûts des divers secteurs de la production.
    Unique responsable de la société dès 1985, chargé des vérifications provisoires et finales du projet, de la maintenance contractuelle du réseau, de la réception définitive ainsi que de toutes les autres tâches techniques et administratives indispensables pour la fin du projet.

    Chef de chantier pour le renforcement d’une route goudronnée de 50 Km en Cote d’Ivoire.
