    Irving 2008 - 2009 Position based in Madrid, Spain
    Project Procurement Coordinator on behalf of Repsol for Block 1A of the expansion of Project C10, Repsol YPF Cartagena Refinery (Murcia, Spain). This was the largest Oil & Gas project in Europe at the time (three thousand four hundred million Euros).
    Block 1A includes a Vacuum Plant, a Gas Concentration Plant a Delayed Coker Plant and the associated Power and Distribution Transformers.
    Fluor does the engineering for Block 3B of the project and is the PMC (Project Manager Construction) for the remaining Blocks engineered by Intecsa, Foster Wheeler, Initiec and Técnicas Reunidas.
    Worked at Foster Wheeler Iberia’s offices in Madrid and my job consisted in coordinating the procurement of equipment and materials with Foster Wheeler´s Procurement Coordinators on behalf of Repsol YPF.

    Lead a team of 7 Sourcing Engineers and Supplier Quality Professionals to develop a regional raw materials sourcing strategy. Selected, developed and qualified local machine shops and secondary processes (more than 45 suppliers in Argentina, Brazil and Venezuela.) in support of International Manufacturing Augmentation Strategy,
    Actively participated in the site selection process for an Assembly & Test facility in Brazil evaluating strategic considerations such as tax advantages, labor cost, skills availability in the area and site logistics.
    Developed Duty Drawback strategy for the Brazilian Assembly & Test facility to operate regionally minimizing cost and maximizing profit.
    Worked with the regional Operations and BD groups to calculate product demand estimates and build a ramp-up production strategy for the Assembly & Test facility in Brazil.
    Developed a Tool Shop Selection Routine that permitted identify workshops with the adequate machine tools and specific skills to execute unique parts. The selection was based in length and diameter of the part as well as specific operations required in the machining process (turning, milling, honing, etc.), available shop time and logistics considerations.

    Puteaux 2002 - 2005 Position based in Maturin, Venezuela
    Lead the Regional Procurement, Materials and Logistics organization (170 employees in Argentina, Bolivia, Brazil, Colombia, Ecuador, Mexico, Peru, Trinidad and Venezuela) procuring an average of $120 millions per year and stocking $75 millions of inventory.
    Boosted the role of the Contracts Organization to acquire strategic focus: Increased contracts expenditure from 24% of total regional procurement in 2004 to 72% in 2006.
    Created a Supplier Quality Strategy for the region dramatically improving service quality and delivery times while reducing incidents, cost and insurance claims.
    Improved Inventories efficiency by increasing Turn-Over Ratio while reducing Excess and Obsolete as well a Slow Moving stock.
    SOX compliance experience: Lead countries within the region to comply with SOX act requirements resulting in no findings during audits year after year.
    Due to specific regional circumstances, developed a sliding table of insurance requirements for Services Contracts in Latin America where the value of the insurance is proportional to the risk and the total contracted cost. This became a company standard in areas where insurance is expensive for smaller service providers.
    Successfully lead the development team of the “Logistics Guidelines Manual” in 2003 by appointed by the Global Logistics Director. This resulted in a single knowledge base for logistics in the company.
    In 2004 participated in the G-Log (Logistics Software) customization team, adapting it to company requirements.
    That same year, I was appointed to work 5 months with a Houston based team in designing the Global Supply Chain Organization.
    Special project: Developed a local Import/Export control application for Venezuela that provided full control and reporting capabilities to the Logistics Organization. This application became a best practice and is used in all countries in the region.

    Lead the Regional Procurement, Materials and Logistics organization (69 employees in Angola, Cameroon, Congo, Equatorial Guinea, Gabon and Nigeria) procuring an average of $36 millions per year and stocking $16 millions of inventory.
    Deployed SAP in West Africa Region, which implied hiring and training a significant team of young professionals.
    Created the first Procurement Contracts Organization for Halliburton in West Africa.
    Organized a Regional Logistics distribution system consolidating cargo in European hub for distribution in West Africa.
    Developed a regional materials and equipment distribution system using chartered small ships moving from port to port in West Africa at regular schedules improving the availability of scarce equipment and distribution of excess materials in the region.
  • Nowsco - Canada (later BJ Services Canada) - Global Procurement & Materials Manager

    Negotiated strategic agreements with Fracturing Sand suppliers in the US and Nitrogen suppliers in US and Canada that resulted in substantial savings for the company.
    Worked with FMC on a global agreement to service, manage and certify high-pressure iron for the company globally, starting in the North Sea.
    • Created the first supplies and services contracts database to manage company’s contracts globally. The use of this database brought to light contract duplications and pricing differences that before were impossible to detect and address.
    Integrated a multidisciplinary team to assess SAP configurations to suit company’s procurement and materials needs.
    Only 6 months after I joined the company, a merger took place and decided to return to my previous employer.

    Audited all warehouses in the Region to assess inventory control standards in the region. As a result of the audits we created a team to review all inventory control procedures and retrain the inventory control personnel.
    Trained all regional personnel in Export Compliance requirements and processes.
    Spearheaded the creation of a multidisciplinary team including tax and finance to assess and re-structure the materials and equipment transfer mark-up from the manufacturing centers in the US. Detected that the countries within the Latin American Region were paying undue customs taxes at the importation of materials and equipment from the US due to excessive transfer mark-up charges. The resulting revision of the applied mark-up produced significant economies to the company.
    Nowsco’s COO offered me to join the company in the position of Global Procurement & Materials Manager based in Calgary, Alberta (Canada).
