  • UNICEF - Child Protection Specialist

    Paris 2008 - maintenant In charge of managing a programme of assistance for families and children affected by HIV/AIDS, poverty and food insecurity in support of Government of Lesotho and civil society organisations:

    • Manage programmatically and financially a USD 14 million project on social protection for orphans and vulnerable children (OVC), including support to the design and implementation of a social cash transfer component.
    • Support the strengthening of the social welfare system through capacity and organisational development for improved coordination and referral mechanisms.
    • Identify non-governmental partners, assess their capacity, provide guidance to them to design and implement projects aimed to deliver assistance to OVC and their caregivers, develop Project Cooperation Agreements, and monitor their implementation.
    • Support leveraging of resources for the implementation of the OVC National Plan of Action and Strategic Plan, in particular the preparation and follow up process of proposals to GFATM.
    • Liaise with major partners in the area of OVC, including PEPFAR, Global Fund and European Union to enhance information sharing and coordination.
    • As acting head, manage the Policy, Legislation and Social Protection section programmatically, administratively and financially, including supervision of staff and coordination of the section contribution to the overall office management.
  • INTERNATIONAL COMMITTEE OF THE RED CROSS - Delegate

    2007 - 2008 In charge of providing humanitarian / protection assistance to the civilian population in Iraq, ensuring in particular that the rights of persons deprived of their liberty, including juveniles, are upheld according to the International Humanitarian Law. Assess circumstances of arrest and conditions of detention of detainees placed under US custody (military bases) and in Kurdistan; draft assessment reports; liaise with US forces on issues of death in detention and follow up on reported cases.
  • UNICEF - Child Protection Officer

    Paris 2004 - 2006 • Supported the Ministry of Social Affairs and other stakeholders in setting up mechanisms to fight child trafficking, sexual violence, exploitation and abuse of children.
    • Provided technical support and advocacy for the development, implementation and monitoring of an appropriate legal framework in compliance with international legal instruments, which led to the finalization and enactment of a Child Protection Code.
    • Provided technical assistance to strengthen the capacity of various stakeholders in the child protection area (magistrates, social workers, government officials, etc.).
    • Supported NGOs in providing protection, care and support to orphans and other children affected by HIV & AIDS.
    • Supported NGOs in providing assistance and reintegration services to children victims of trafficking and other forms of exploitation.
    • Developed strategic collaboration with a wide range of partners (incl. government, NGO, multilateral and bilateral partners) at central and decentralised levels.
  • UNICEF - Regional Child Protection Officer

    Paris 2003 - 2004 • Supported the development and implementation of regional programmes on children orphaned and made vulnerable by HIV/AIDS.
    • Provided technical assistance to country offices in West and Central Africa (WCA) region in the area of programming for OVC in the context of HIV and AIDS (e.g. Rapid Assessment Analysis and Action Planning Process).
    • Developed and provided training to UNICEF staff and partners on programming issues related to OVC / HIV and AIDS.
    • Contributed to the fundraising efforts aimed at accelerating OVC programming in the WCA region.
    • Developed a database of OVC programmes implemented in the WCA region.
    • Contributed to the development of collaboration with key partners in the region and outside in the area of OVC (USAID, UNAIDS, GFATM, INGO, etc.).
    • In charge of organizing, in partnership with major regional stakeholders (USAID, UNAIDS, FHI, SCF, Plan, etc.), the second regional capacity building workshop on OVC which was held in July 2004. Building on this wide partnership, I was able to maintain a network of alliances with regional organisations.
  • UNICEF - Child Protection Officer

    Paris 2000 - 2002 • Supported the Ministry of Community Development and Social Services (MCDSS) in establishing minimum standards of care in existing orphanages and other child care institutions. The initial stage of the Child Care Upgrading Programme (CCUP) focused on a series of nationwide consultations with child care providers aimed to raise awareness on the need to upgrade the child care system, to agree on a set of standards, and to identify training needs.
    • Supported the MCDSS in developing and implementing the Youth Health Care Cost Scheme (YHCCS) in selected districts. This pilot programme aimed to identify and prioritise the most vulnerable orphans and children at community level using a set of social and economic criteria, to provide these OVC with exemption from health charges at public facilities (accessing preventive and curative health care), to raise awareness on the health and other needs of OVC at community level and at health centres, to study the impact of exemptions on health seeking behaviour and on the knowledge, attitudes and practices of beneficiaries.
    • Supported the strengthening of umbrella/church organisations that deliver community-based responses designed to meet the needs of orphans and other vulnerable children.
    • Supported the establishment of a grant mechanism for community action in favour of OVC in the Copperbelt province.
    • Assisted in assessing the situation of children living on the street in Zambia, set up an inventory of on-going interventions, and identified and appraised projects for possible financial and technical support.
    • Contributed to the programme financial monitoring and to the planning process for the Country Programme 2002-2006.
  • ENFANTS DU MONDE - DROITS DE L'HOMME - Project Coordinator

    1999 - 1999 In charge of the coordination of a pilot placement and rehabilitation centre for street children in Baghdad. Negotiated with Government counterparts for the establishment of the centre. Provided guidance and assisted in organising the activities of the centre: school, skills building workshops, recreational activities. Identified and recruited resource people to deliver technical assistance and specialised training to the staff. Organised on-the-job training courses for the staff. Established a system of individual legal and social files for children pending family reunification. Liaised with and submitted progress reports to the funding partner.
