    Mr Troillet is Project Manager for the transportation infrastructure activities of the MCC Compact including rehabilitation and upgrading of primary roads to bitumen surface, rehabilitation and construction of rural roads and strengthening road maintenance.
    As Project Manager Mr Troillet and his staff (GIZ-IS PMC) has to manage the international Consulting engineering firms and the international Contractors to complete the 250 kms primary roads and 140 kms rural roads with their infrastructures (bridges, etc..).

    This is classified as a high priority project.

    Mr Troillet is project manager for the rehabilitation of the airport infrastructure of Guinea Conakry's principal regional airports/aerodromes.
    He manages the rehabilitation of 12 platforms, together with the associated country roads and access roads, using the HIMO (high intensity local labour) approach.
    Works performed for private mining companies and for the public authorities.

    This is classified as a high priority project.

  • Danish Ministry of Foreign Affairs - Technical Advisor in Benin

    2005 - 2007 ), DANIDA appointed Mr Troillet to direct a drainage programme for the towns of Abomey and Bohicon (22kms of open sewers).
    Organisation of the whole programme, adopting the HIMO approach. Checking the basic surveys. Setting up a management unit (18 people). Finding the best technical and financial solutions. Issuing and following up invitations to tender. Selection of SMEs.
    Supervision (technical and financial) of the work performed by the 34 SMEs involved.
    Establishment of a full maintenance programme.

    In addition, DANIDA appointed Mr Troillet as Technical Advisor in Civil Engineering at the Danish Embassy in Cotonou with the task of overseeing DANIDA projects in the Zou district of the country.

    Mr Troillet served as DANIDA (the Danish development agency) coordinator, in charge of a management unit of 11 people at Bohicon, for a programme effectuating the rehabilitation of 323 km of country roads using the HIMO (high intensity local labour) approach. The works began in December 2003 and were completed on schedule in July 2005, with additional kilometres rehabilitated (323, instead of the planned 250 km), and with some of the allocated funds still in reserve.
    Selection of engineering consultancies for preparing the technical invitations to tender.
    Selection of SMEs to tender for the works involved.
    Technical and financial supervision of the 17 SMEs selected to perform the work.
    Setting up a maintenance programme for the country roads concerned.

    1992 - 2003 Engineering Office Technical Advisor Mr Troillet performed technical surveys and technology transfers in the construction field, working in Europe and in Beirut (Lebanon).

    Transfer of aspects of French industrial construction knowledge to Lebanon, the main purpose being to support a social housing programme in one sector of Beirut.
    Engineering Office Auditor Mr Troillet performed an audit for the African Development Bank (via the BAWI) of road-building projects funded by the Swiss Government:
    CTC Technology S.A. Rehabilitation of the Kampala - Jinja and Ishaka - Katunguru main roads and associated country roads.
    He was asked to carry out an additional survey for possible road extensions, and for an irrigation project in the north of the country.
    Engineering Office Technical Advisor Mr Troillet performed technical assessments, including technology transfer in the construction sector, in Kiev, Ukraine.

  • World Bank - Technical Advisor in Pakistan

    Washington 1989 - 1991 World Bank Technical Advisor Mr Troillet served as Permanent Technical Advisor for road-building and irrigation projects using a mixed HIMO (high intensity local labour)/mechanised approach: Income Generating Project for Refugee Areas.
    This was done in close cooperation with the UN High Commission for Refugees (HCR) and the World Bank.
    Mr. Troillet's mandate was to supervise the technical work and financial management, working from the management unit set up at the SAFRON (States and Frontier Regions Division) in Islamabad.
    The aim was to rehabilitate road infrastructure using the labour of Afghan refugees.
  • Swiss Development SDC Switzerland - Project Engineer in Burma

    1988 - 1988 for Development and Cooperation (SDC) Project Engineer Mr Troillet served as Permanent Technical Advisor to the Rangoon - Bassein road-building project, which involved the construction of bridges of different kinds. This was part of Switzerland's bilateral aid to the Government of Burma, with the purpose of opening up the predominantly agricultural sector in the south-west of the country (the Delta area).

    1986 - 1988 Losinger construction company (Switzerland) Project Engineer Mr Troillet prepared technical bids after performing on-site surveys for major water-resource projects: supplying water to the city of Bogota and the rehabilitation of the ports of Cartagena and Santa Maria in the north of the country.
