Description: Head of UNOPS Offices & Senior Portfolio Manager consecutively Nairobi, Rome and Tunis UNOPS Offices:
* Office Management from technical, financial and administrative point of view as required by a Regional UNOPS Office.
* Also, as a Senior Portfolio Manager (SPM), supervised the implementation of a huge Portfolio of projects located in Africa, Middle East, and Eastern Europe. In co-ordination with IFAD and other IFI`s as well as with respective Governments, UNDP Field Offices and others Co-financiers in IFAD and UNDP Projects, my duties were as follow:
* Organises and leads technical field missions (ranging from design, implementation, M&E , supervision and completion) to support Project implementation
* Approves Project Work Plans and Budgets; examines and reviews Government requests for disbursement of Loan proceeds ensuring that the goods and services being financed are in accordance with the prescribed conditions and guidelines of procurement and that the conditions of the Loan Agreement with respect to the technical and legal conditions are met.
* Reviews and approves (issuing "no objection") the Governments' procurement actions (such as bid invitations, bid evaluations, and related contracts) ensuring compliance with the Loan Agreement; as necessary, advises and/or assists the Government in drafting invitations to bid and contracts.
* Participates on behalf of UNDP/OPS, in the Appraisal of IFAD projects and Loan Negotiations between IFAD and Government representatives; ensures that the Appraisal Report and Loan Agreement include provisions enabling OPS to exercise effective control in the administration of the Loan and supervision of project implementation.
* Prepares terms of reference for OPS consultants; supervises their work, orients their efforts towards the achievement of project objectives; reviews their reports, evaluates their performance and clears their claims for payment.
* Designs and implements training programs for project field staff; organizes thematic workshops on project implementation and liaises with other regional and international multilateral institutions and bilateral development agencies involved in the financing of similar agricultural development projects.
* Analysis of issues and trends that affect project implementation in the countries responsible for;
* Review and analysis of the technical, institutional and financial aspects and operational implementation needs of IFAD "pipeline" projects;
* Assessment of the relative feasibility and impact of the proposed projects on the workload of OPS. ;
