Between 2001 and 2006, I worked for Deloitte & Touche between 2001 and 2006, first as Information Technology Specialist, then as Senior Business Consultant. I had the privilege to be involved in many important consultancies and IT-related projects in the EMEA region and lead multi-disciplinary teams of consultants and business partners on the implementation of many software packages, as well as consultancies funded by the World Bank, IFAD and other donors. I developed an excellent understanding of Organizations, how they work and the role effective Project Management can have in the achievement of Business Strategies. I also gained substantial experience in the design, development of information systems and technology strategies, systems reviews and systems implementation for a wide spectrum of private and public organizations.

On 13 March 2006, I joined UNESCO. I have contributed on the UN project for the alignment of financial reporting relating to IT spending. This involves analysis of financial data against benchmark established at the UN level.

On the management of Project, I support project delivery in term of methodology, stakeholder analysis and benchmarking indicators, documentation of functional and non-functional requirements after consultation with Project team members, Internal Process Owners and End-Users.

I have trained over 200 staff members on various Business Processes including Results-Based Management. I also attended high-level meetings and prepared documentation related to IT governance issues and how our Information Technology should be better aligned with the expectations of both internal users and Governing Bodies.

I am fluent in both English and French and have good spoken and written Arabic.

    maintenant • In 2005, I delivered a paper on the Role of Management Information Systems in Corporate Governance. This was funded by the Africa Project Development Facility (Ghana), which receives funds from the IFC (International Finance Corporation – World Bank Group);
    • I have also been invited by the West African Institute for Financial and Economic Management (WAIFEM) to deliver a paper on The Role of IT in Internal Controls. This was following the Enron debacle and the emergence of the Sarbanes Oxley Act.
  • UNESCO - Project Management Specialist

    I am currently a member of the Project Management team responsible for the development and implementation of a web-based application called SISTER (Systems of Information on Strategies, Tasks and Evaluation of Results). SISTER is used to manage the preparation of UNESCO’s programme and budget (around US$ 2 billion per biennium), and to cover the implementation, monitoring and reporting of its programme activities. It is hoped that this software will also support UNESCO's transition towards results-based management (RBM).

    My experience in UNESCO has offered me the opportunity to collaborate with Programme Sectors, Central Services and Field Office staff on a wide range of issues. I have trained over 200 focal points on the utilisation of SISTER. I have also attended high-level meetings and prepared documentation related to IT governance issues and how our Information Technology should be better aligned with the expectations of both internal users and Governing Bodies.
  • Deloitte & Touche - Senior Consultant

    Puteaux 2001 - 2006 The following is a brief summary of some of the assignments I have carried out:

    1.
    Client: The Gambia Public Works Department (Gamworks)
    Brief Description of Project: Design and/or selection and implementation of software that enables the Storage of (capital) property valuation data under the purview of the Lands and Surveys Department, Calculation of property tax, billing and collection of payments.
    My tasks: Requirement Gathering & Analysis, Product Design and Development, Testing, Implementation & Training. A service level agreement was signed between Deloitte and the client for the ongoing maintenance and support of the system for the 8 municipalities in the country.

    2.
    Client: Gambia National Aids Secretariat (NAS)
    Brief Description of Project: Implementation of a Financial Management System in accordance with World Bank specifications.
    My tasks: Develop a Technical & Functional Specifications report, Selection of FINPRO (Project Financial Management) software, document user requirements, Install & configure the software to meet the specific requirements of the project; implement the system in accordance with the World Bank requirements (LACI – FMR reporting) and to manage the development of a Financial Management Operations Manual. Training of all project accountants was also in-scope of the project.

    Client: Gamstar Savings and Credit Company
    Brief Description of Project: Computerization of Savings and Credit business
    My tasks: Develop a Technical & Functional Specifications report, identify a Credit and Savings software called Loan Performer, manage the implementation of the software to meet the specific requirements of the project, Train the client staff in the use of the software and manage post-implementation support.

    4.
    Client: The World Bank
    Brief Description of Project: Country Financial Accountability Assessment (CFAA) study. A CFAA is a diagnostic tool designed to enhance knowledge of Public Financial Management (PFM) and accountability arrangements.Thus, the focus it had on central and local government’s financial management systems (financial regulations, information systems, governance issues, etc…). Deloitte was only involved with the local government review
    My tasks: I was responsible for the review of all major IT systems in all the 8 local councils as well as their IT strategies. This involved high-profile meetings with town-hall majors, councillors and Senior IT staff. The CFAA report was submitted to the Government in June 2003.

    5.
    Client: Central Bank of the Gambia (CBG)
    Brief Description of Project: IT Review
    My tasks: I was involved in high-profile interviews of top bank officials, including the Governor, head of banking services and the head of IT. I interviewed among others the Director of Finance, heads of IT units and users throughout the CBG. I presented the report of the IT review to the Bank’s senior management.
  • Kanifing Municipal Council - IT Manager

    1999 - 2000 Description of duties:

    1. Manage all human resources, financial, and technical aspects of the delivery of IT services.

    2. Responsible for the provision of IT support for over 400 staff;

    3. Responsible for professional development of IT staff;

    4. Development of IT strategies to help strengthen the capacity of the council to deliver better public services and to boost revenue generation;

    5. I have developed a Payroll System (in Visual Basic and Microsoft Access) which is still in use today;

    6. I have developed an interface between the payroll system and a legacy Loans Management System.
