    Program Director
    • Contracted by the GSMA development fund to manage the Lake Victoria Development Program (role based in Kampala,Uganda). Develop and deliver the overall Program Plan, comprising the three Work streams including understanding the interdependencies between them
    • Coordinate roll-out of additional 21 GSM sites (renewable energy, and low impact on the environment technology used) on 3 countries integration with the existing network and coordinate with the planning team , in conjunction with Zain and Ericsson
    • Coordinate roll-out of the Network positioning system on 3 countries with 1 global gateway and two country based portals, deployment and configuration of over 150 sites in Kenya, Tanzania and Uganda
    • Design and implement the Rescue Coordination Centre (location, training, partners)
    • Design and implement the Rescue Facilities (scenarios, establish roll-out metrics and put process in place for monitoring metrics post go-live : financial, technical, environmental metrics)

    Some project input: Lake Victoria – Africa’s largest lake and the world’s second – is a key resource for the people of East Africa. It has the largest freshwater fisheries producing 700,000 to 800,000 tones of fish annually, worth US$350 – 400 million at the landings and US$250 million in export. Additionally there is an important untapped potential to expand both the tourism and transportation industries across the lake. The 69,000km2 lake is shared by Tanzania, Uganda and Kenya. Approximately 30 million people live along its shores and the lake currently provides employment to three to four million people. Unfortunately, it’s also one of the most dangerous waterways in the world. Every year 4 – 5,000 people loose their lives on the lake due to drowning, pirating and other accidents. Most of them are fishermen who leave behind on average 8 dependents – affecting over 30,000 people’s wellbeing annually. Program budget 7.6 M dollars.

    • Provide guidance and support to NextiraOne to implement a new ERP (SAP) and a Master Data Management solution (European catalogue). Act has a single point of contact for all technical and integration issues. Implement and direct the project based on ITIL process. Validate the delivery process.     Responsible for three major projects:
    • Rollout of a geographical information system (GIS) for MAERSK Senegal, to track and trace the entire road fleet of the company, ensuring better container management and customer quality for MAERSK’s international customers.
    • Provided valuable consultancy on the deployment of mobile solutions for Crédit Mutuel of Senegal and Total. Has lectured as technical expert for many organizations, such as Unicef, CRDI, WorldVision and PLAN.
    • Had organized and led the entire technical team, defined the work methodologies (offshore develop-ment), rollout and acceptance procedures. Monitored the quality of the work and the deliverables, and managed the financial side of the project, ensuring that the budgetary constraints were met.

    2002 - 2006 Linkuall, Bordeaux, France (May 2004 – March 2006)
    Senior Product Manager – Technical Director
    • Implemented a large Personal Information Manager (PIM) integration project with the product offering of SFR, based on Apache, PHP and Oracle 9I/10G, involving an applet on the SIM card. Supported a team of 4 technicians and managed a team of 6 product managers. Coordinated the entire project. Liaised and supervised the offshore development team. Managed the entire budget and did the financial planning. Coordinated with the marketing team during pre-sales and post-sales support.
    • Orange project MDSP. Led a development team to build a synchronization application for personal information and e-mail data on mobile devices running the Symbian (series 60) operating system. Managed a team of 4 technicians and coordinated all other teams and subcontractors. Wrote the requirement specifications and the acceptance test procedures. Managed the budget and did the financial planning.
    • Implemented a remote file server for Orange , based on Apache, PHP and ORacle 9I, allowing users to share files and to collaborate with external suppliers. Designed a connection module between Apache and an Oracle database. Coordinated a team of 4 developers. Wrote the technical specifications to integrate the solution with the operator’s network. Full budget responsibility. Close coordination with the client during implementation. The requirements were very demanding (3000 connections per second), which were successfully met. Various standards were required and respects, e.g. Webdav, HTTP, and compatibility with all major browsers (MacOS, Microsoft, Linux). The time between the requirements specification work and rollout was only a mere 4 months.
    Linkuall, Paris, France (January 2002 – April 2004)
    Technical Director – Principal Architect
    Responsible for three major projects:
    • Implementation of a convergence service of multiple e-mail accounts for SFR. This service allowed users to access their e-mail accounts from multiple mobile phones and communicating PDAs. Designed the entire server architecture, based on J2EE (EJB, JMX) with Oracle, in combination with a mobile client Pocket Outlook on Windows CE and on Symbian Series 60, ensuring compatibility with different communication protocols (POP, IMAP, SOAP). Designed an evolving architecture, initially based on JBOSS, later migrated to Web-logic for the production system. Managed the entire project management, and leading the team of 6 developers. Implemented a new project management methodology. Delivered the entire project on time and while respecting all budgetary constraints.
    • Implementation of a personal information (PIM and E-mail) synchronisation service on mobile devices for Vodafone. This service allowed users to access data stored in MS Exchange and Lotus from mobile devices (mobile phones, communicating PDAs) via a middle-ware protocol SyncML, compatible with various standards (SOAP, Web services, Webdav) and with various operating systems (Windows, Linux, Unix, Symbian). This service was based on the platform VS.NET, VC++, Apache, Exchange Server 2000 and Windows CE. Managed the team of 8 developers, designed the software, coordinated the client relationship, wrote all technical and user documentation.
    • Rollout of a Linkuall software package for SFR , allowing users to manage their own personal data (contacts, shared agenda, task list, shared file repository) via web access, WAP, synchronized via the SyncML protocol and accessible via the Webdav protocol. The platform of the package was based on Red-hat Linux AS 3.0 and Solaris, in combination with an Oracle database and frontal Apache web services. Managed a team of 11 technicians and developers. Managed the client relationship, wrote all the technical documentation and assisted at making the commercial proposal. Ensured the certification of the software package and packaged the solution in view of a future ASP service deployment.     Senior Project Manager – Head of R&D
    Responsible for four major projects:
    • Implemented the “Mobile Validity” solution in the medical domain for a health care insurer in the State of New York. Managed a team of 4 developers to adapt a existing software solution to meet the business requirements (generation of a paper trail, authorisation workflow, traceability). This solution was based on VS.NET (VC#) and SQL Server 2000. Ensured the entire client relationship (State of New York), made progress reports, wrote technical documentation, training materials and integrated new functionalities in the product. Accompanied the migration of the product to the .NET framework and trained the technical team for this migration. Liaised with Microsoft as a solution provider and regarding certifications. Designed the interface with existing software and methodologies. Provided change management consultancy during rollout.
    • Successfully developed and packaged an application for Blackberry (RIM) and integrated it into exist-ing software solutions, while interfacing it with a geo-localisation product. Responsible for the R&D and budget management. Managed a team of 3 developers and implemented the software as part of 4 different solutions running on more than 60 Blackberry devices.
    • Implemented the “Mobile Validity” solution for the 1260 public schools of New York City and the MTA (Metro Transit Authority). The solution allowed inspections and the budgeting of repairs of all the sites of these authorities. Managed a team of 25 developers and technicians, wrote technical documentation and rolled out the solution. Achieved to deploy the solution on a large scale while respecting the stringent time and budgetary constraints (10 months between the purchase of the devices and expected rollout). The architecture was entirely based on the Microsoft platform (VB for the client–server interface via XMP/RPC, verification of the data with a high performance engine written in VC++, publishing of the data in ASP with MTS components and storage in SQL Server. Report generation was done with Crystal Report.
    • Implemented the “Mobile Validity” solution and integrated with an Intranet for a New York State union. Total project management and management of the team of 4 developers. Platform based on VS.6 (VC++, VB), SQL Server 7, MTS IIS and ArcView for GIS. Successfully designed a database solution with an automated migration procedure of legacy data. Training of 2 technicians to operate the system.
