TTE O&M is the operating company of Taweelah Plant A1 located in the United Arab Emirates(Abu Dhabi) –Power and
Desalination Plant. 1400 MW and 382000 m3/day of fresh water.
( 8 GE FR 9E , 3 Steam Turbines and 17 desalination units .)
In charge of a staff of 190 people with 15 different nationalities.
Reporting directly to the board of the TTE O&M company.
The main tasks assigned were:
- To be the direct contact of the local authorities regarding
such items like :
Implementation of a training program for young nationals.
Implementation of an environment plant.
Attend technical meetings involving decisions to be implemented.
- Prepare the reports to be presented regularly to the board of directors of the TTE O&M company.
- Prepare the annual budget for approval by the board before to be presented to the owner (Gulf Total Tractebel Power).
- Prepare all the mandatory documents necessary to obtain the operating license.
- To supervise closely all the departments in order to obtain the best availability of the plant.
- To decrease the operating costs.
- During my assignment I implemented a HSE system according the
Total company standards.
- The engineering maintenance system has been fully implemented
and operational before the end of my assignment.
- The documentation system has been implemented.
The share olders asked me to optimise the organisation chart and the number of persons working for Taweelah plant; I succeed to decrease this number from 190 to 140.

To organize annual production and engineering audit
To propose and update annual operating budget
To review, comment and approve work order notices
To approve procedures to ensure optimum life and efficiency of Plant
To follow-up EPEC & Alstom permits timely renewal
To approve O&M reports (trips, weekly , monthly and yearly)
Safety:
To implement agreed safety, security and environment policies and to propose improvements
To review HSE actions and to implement annual safety audit
To monitor safety and environmental incidents, accidents, and near-miss cases
To approve emergency procedures
Technical & Maintenance:
To monitor maintenance performance by O&M contractor
To implement preventive maintenance
To review warranty claims and comment on EPC behaviour
To prepare review by 3rd party inspection, e.g. EGAT maintenance group
To propose plant improvements: review, comment and supervise outage works and major technical changes (e.g. LPT1)
To prepare and propose insurance claims (equipment parts)

Project Technical advisor, appointed by TOTAL for the commissioning of Gas and Power Bang Bo Project, including :
Inspection of Alstom manufacturing facility in Europe before and during the power block implementation
Negotiation with Alstom engineers in Baden to implement technical solutions regarding GT26 operating problems including delivery of essential spare parts for operations
Implementation of feedback coming from other GT 26 users, notably Bowin power plant, GT26 IPP in Thailand
Penalty negotiations for late completion and performance deficiencies, resulting in a machine upgrade after one year of operation.
The project achieved the high standards of performance required for a power plant, and has been since very reliable in spite of several teething problems and contractor’s difficulty to implement new technology.
