I am building upon my professional experience with Handicap International and the academic enrichment I am gaining during my Master of Public Affairs at Science Po and the London School of Economics to develop a specialization in financial management of social protection programs in developing economies.

    strategies with regards of development of social protection floors for
    persons with disabilities in low income countries.

    This implies an overview of existing programs and policies both from multilateral and international organizations as well as elaboration of scenarios in terms of type of schemes, institutional arrangement needed, costing and political economy analysis of the necessary reforms.
  • Handicap International - Finance & Administration Coordinator –Emergency Unit-

    Lyon 2011 - 2011 Responsible for the post-emergency restructuring of Sindh Office (4 projects, $6 M, 250 employees)
    • Audit of the administrative and procurement process and implementation of compliance strategies in accordance with donors guidelines
    • Design and implementation of a pilot project “Value For Money” for DFID, aiming at improving the financial reporting of the INGO to donors by clarifying the links between expenses, activities and expected results
  • Handicap International - Middle East Finance & Administration Coordinator

    Lyon 2008 - 2010 Responsible for the administrative and financial management of the regional program (6 countries, $6.5M, 10 currencies, 12 projects, 35 implementing partners, 80 employees) covering a wide range of projects; such as health, relief and recovery and support to the civil society in Jordan, West-Bank / Gaza Strip, Lebanon, Iraq, Egypt and Yemen:
    • Merger of the administration and finance of 5 country programs and consolidation of the regional program
    • Development and implementation of the 2008-2013 regional strategy
    • Coordination and capacity building of regional and country administrative and financial teams (12 staff)
    • Financial and legal risk management of the regional program, including the contracts with 15 donors, (USAID, European Union, United Nations) with preparation of proposals, financial reports and training of teams
    • Implementation of an ERP (Microsoft Dynamics Nav) strengthening the financial and accounting information system
    • Audit and capacity building (finance, procurement, logistics) to support local partners
    • Development of guidelines and trainings for the management of a micro grants scheme for local advocacy groups
  • Handicap International - Program Administrator - Lebanon

    Lyon 2007 - 2008 Responsible for the administrative and financial management of emergency projects and post-emergency restructuring of the Lebanon program ($1.5M, 40 staffs, 4 projects, 10 implementing partners) :
    • Management of the administrative team (4 staff)
    • Financial management of all contracts with institutional donors (ECHO and DFID) and preparation of three external audits on ECHO projects (Ernst and Young and French Cour des Comptes)
    • Monitoring of implementing partners and capacity building of Lebanon Support, a local organization created during the 2006 conflict ( http://lebanon-support.org)
