* Implementation and development of HSE-Management system of the project.
Organizing the site HSE procedures for the project.
* Prepare, promote and support the implementation of the HSE Management
System Procedures and standards.
* Reviewing and overseeing safety procedures.
* Organizing health & safety training for managers and employees.
* Carrying out sites safety inspections and creating action tracking register based
on inspection.
* Identifying hazardous conditions and practices in the workplace.
* Oversee the development of approaches and solutions to HSE-related issues
including managing investigations of accidents and near missies etc. producing
summarizations of findings and recommend strategies to prevent recurrences
supervise proposals and the implementation of a course of action approved by the
project.
* Ensure periodical inspections of various safety and lifesaving equipment,
firefighting equipment, gas monitors, breathing, apparatus, etc.
* Liaise with municipalities and other relevant organisations to remain informed of
latest safety requirements for area, reporting changes to management.
* Coordinate HSE training of employees to ensure competency of workforce is
maintained as required.
* Provide HSE statistics and report HSE activities to Branch HSE Manager, Business
Units and Client Representatives.
Advise on compliance with relevant applicable Health and Safety Legislation and
Regulations.
* Maintenance and development of Emergency Response Plans, Systems and
Organization.

* Ensuring site operatives are aware of risks and hazards. ;
* Assisting the project HSE Manager in all site issues such as:
Monitoring all safety issues on site, to prevent and stop dangerous work
practices.
Ensuring all near misses are reported and preventive measures are taken.
Supporting management in preparing project safety plans, carrying out formal
training in safety, toolbox talks etc:-
Liaison with CLIENT and plant operators to ensure awareness of all safety
requirements and PTW permit system.

* Closing up the action and sending evidences to client. ;
* Carrying incident/ accident investigation. ;
* Promotes safety awareness to the workforce through HSE meetings/trainings and

(a) To conduct Toolbox Talks, i.e. training and instruction to the workforce and
keeping notes on toolbox sheets.
(b) To follow through `Safe System of Work', the responsibility for controlling all
work permits issued and to coordinate the different actors and sub-contractors
involved in the project.
(c) To issue and close out Hot and Cold permits to work.
(d) To train and instruct for issuing permits to work, pre-job meetings to
coordinated works to avoid interferences or incompatibilities between the different
teams working on site.
(e) To monitor and audit to ensure the system works as intended and evaluation
of safe work is being carried out.
(f) To give advice on safe work practices, and to promote good safety culture.
(g) To conduct regular site inspections to ensure that there are no unsafe acts or
conditions posing hazards. To inspect workers' PPE and worksite housekeeping.
(h) To ensure workers comply with company's permit-to-work system.
