COURBEVOIE2009 - 2013Management of HSES during hook-up phase / Pre start-up / Start-up of FPSO Pazflor Project.
-Lead the Risk mitigation and Environmental Safeguard system on the site.
-Write procedures H.S.E (level 4) and HSE Site Standing Instruction.
-Prepare and Lead the weekly H.S.E meeting and participate to COSITE with the DB17
L-ead the Risks assessment studies (HAZID, HAZOP).
-Supervise the monitoring of the downgraded situations and ensure that the mitigation measures are in place.
-Lead the processes of anomalies and Time Out Card reporting including Environment ones and reactivate pending actions as necessary
With the H.S.E Project manager , conduct the analysis of accidents /incidents and in particular Cause Tree Analysis.
-Check that all the site personnel has performed all its mandatory H.S.E. training and habilitations with Training coordinator Pazflor.
-Approve the H.S.E training and drills on site and issue corresponding reports
Regularly audit the compliance to the H.S.E rules
-Perform the periodic H.S.E reporting
-Check the contractor’s H.S.E plan and their objectives.
With the contract manager, assess the H.S.E performances of the contractors.
Is a designated member of the Environmental Focus Team and as such
-Participate in the updating of the Environmental Aspect Register
Lead training and specific meeting to promote Environmental Protection Awareness.
-Ensure that the Operational Discharge and the Gas metering Plan (as part of ISO 14001) is applied and that environmental reporting is compliant with the ISO 14001 requirement.
I-n case of enforcement of the Emergency Response Plan (ERP) , the H.S.E Engineer assists the RSES at the Advanced Command Post (Crisis Room) and check the application of the pre-defined procedures.
-Check the availability of the Safety critical equipment and the routine maintenance of the Safety critical equipment is performed as per Standard Practise.
ISPS :
-Participate to the write-up of procedures and control the enforcement of security measures as required by the ISPS code.Management of ISPS assistant
-Participate to the FPSO internal audit system and issue dedicated report as required
-Archive all reports related to the internal audits.
ASSISTANCE TO OPERATIONS:
-Assist the RSES for the issuance of Work Permit .
-Assist the RO to define the mitigating measures in relation with the downgraded situations.
-Assist the operating team in the preparation of the jobs (RLO, HAZID, HAZOP) and for the kick-off (Specific instructions, ROC).
EMERGENCY RESPONSE
-Ensure that all the Emergency Team members know their role and are able to fulfil the like
-Contribute to the training of the Emergency Team , assist the RSES in the organisation of the training and safety drills on site.
-Assist the RSES in managing the emergency situations at the Advanced Command Post.
